The report covers transportation-related financial activities of the federal, 
state and local governments, as well as government enterprises 
(e.g., public transit agencies, toll highways, parking lots, air terminals, 
etc) that finance most of their outlays by providing services to the public. 
The report focuses on the role of the government as transportation 
infrastructure system provider and its financial activities pertaining to 
this function. The financial activities of the government as user of the 
transportation system are not included except when these activities are 
directly relevant to its role as provider of the transportation 
infrastructure. The following broad categories of data are provided in this 
report: Federal revenues and expenditures by mode and program for 
FY 1985-2003. Federal grants to state and local governments by mode for 
FY 1985-2002. Federal budget authority and obligations by mode and program

1. Description of Dataset:

The report covers transportation-related financial activities of the federal, 
state and local governments, as well as government enterprises

The report focuses on the role of the government as transportation

Other terminology and definitions are from the U.S. Bureau of the Census, Government Finances, and from the Bureau of Economic Analysis, Conceptual Basis for Chain-Type Measures. The terminology and definitions are summarized here along with a discussion of additional measures and concepts used in this report. The GTFS 2003 report defines Appendix 1 as the data tables.

		The file defines capital expenditures at the federal, state and local government level with respect to transportation mode. A capital expenditure is any expenditure that adds to the productive capacity of the economy.

		The file describes the changes in the databse since the last edition (GTFS 2001), informing the user on revisions to the historical data in efforts to improve the accuracy of the data. The data on federal government transportation finance are primarily obtained from the Public Budget Database of the Office of Management and Budget (OMB). The data in this report reflects the changes made to the OMB since the last update to Government Transportation Financial Statistics.

	  Short description:
		The file describes the source that generated the data used to produce the tables within the report, along with a description of chained-dollar estimates.

	  Short description:
		The file provides definitions of Revenues and Expenditures along with describing the data coverage of the revenues and expenditures of the varying transportation modes: Highway, rail, air, water, pipeline, and general support.

	  Short description:
		The file lists the five transportation-related federal trust funds (i.e., Highway Trust Fund (HTF), Airport and Airways Trust Fund (AATF), Harbor Maintenance Trust Fund (HMTF), Inland Waterways Trust Fund (IWATF), and Oil Spill Liability Trust Fund (OSLTF)) and provides brief description of each. Describing where the trust-fund collections originate from and where the interest earned from the funds are allocated towards to.

		The file describes some final remarks that may be of interest. Topics range from the year when conrail was privatized and an amendement of section 901 of the Merchant Marine Act to increase from 50 to 75 percent the amount of agricultural commodities under specified programs that must be carried on U.S.-flag vessels.

	BTS_GTFS_2003_federal_budget_and_obligations.html
	  Short description:
		The file lists the major transportation modes (i.e., highway, transit, rail, air, water, pipeline, and general support) and describes the authority provided under law to enter into obligations. These obligations are agreements that result in immediate of future outlays of government funds. Obligations show government commitment to future transportation outlays but do not indicate when the funds will actually be disbursed or the amounts obligated will be spent.

	BTS_GTFS_2003_introduction.html
	  Short description:
		The file describes the value transportation as an industry provides for the United States of America from the U.S. economy, providing jobs and income and supporting economic activity. The introduction proceeds to present the governmental hierarchy (i.e., federal, state, and local) and the allocation of total activity and funds dispersed between these three levels of government.

1. The methodology for the Government Transportation Finance Statistics (GTFS) 2003 datasets is limited since it was originally gathered in 2002 and has since become a historical dataset.
