SUBJECT:

Accident Hearing at Columbus, Ohio, July 27, 1954, Concerning American Airlines Convair and Navy SNB Beechcraft

 

Pursuant to your instructions, I attended the public hearing at Columbus, Ohio on July 27, 1954, concerning the accident at Port Columbus Airport involving an American Convair and Navy twin-engine Beach SNB. I attended the hearing as observer for the purpose of reporting on (1) the possible sections of the Civil Air Regulations violated and who was responsible for such violations; and (2) any deficiencies which appeared to exist in the pertinent Civil us Regulations.

 

My conclusions with respect to (1) and (2) above are as follows:

A variety of types of operations as conducted from Port Columbus Airport and includes 3 scheduled air carriers, Navy, jet manufacturing tests, executive and private operations. The CAA operates an airport traffic control tower at Port Columbus. The testimony at the hearing did not indicate violations of the Civil Air Regulations, it indicated rather that this accident was a result of loss attentiveness or laxity that frequently is a consequence of routine.

The testimony and record of the hearing do not indicate that these are deficiencies in those portions of the Civil Air Regulations applicable to this incident. Although currently effective Section 60.18 is undergoing revision with the view toward clarification, it is not believed to be deficient or operationally inadequate.
