  Foreword   

This report (FHWA-RD-98-155), the first of a four-volume set of reports, presents guidelines and recommendations to assist a highway agency in developing and using performance-related specifications for portland cement concrete pavement construction. Included in this report are revised and improved performance-related specifications initially developed under a previous research contract. Using these recommended performance-related specifications, a highway agency can, upon construction, predict the performance of a pavement and forecast the pavement's life-cycle costs. The benefits to the agency from using such specifications can be significant. This report will be of interest to engineers concerned with quality assurance, specifications, and construction of concrete pavements.

Sufficient copies of this report are being distributed to provide a minimum of 3 copies to each FHWA resource center and division office, and 10 copies to each State Highway agency. Direct distribution is being made to the division offices. Additional copies for the public are available from the National Technical Information Services (NTIS), 5285 Port Royal Road, Springfield, Virginia 22161.
