Figure 3-1 displays a flow chart describing the analytical steps and data used to assess the three key impact categories in this evaluation-Safety, Security and Efficiency. The flow of these steps and data are described as follows:

Box 1: "Concept of Operations ": It steps begin with a concept of operations (not shown in the figure-describes how the truck-based HazMat transportation works and the vulnerabilities that could be exploited in the trucking operations).
