Figure 3-1 displays a flow chart describing the analytical steps and data used to assess the three key impact categories in this evaluation-Safety, Security and Efficiency. The flow of these steps and data are described as follows:
Box 1: "Concept of Operations ": It steps begin with a concept of operations (not shown in the figure-describes how the truck-based HazMat transportation works and the vulnerabilities that could be exploited in the trucking operations). This flows to the next box-"Scenario-Specific Operational Parameters."
Box 2: "Scenario-Specific Operational Parameters" in this box are:
- Industry Segmentation
- Technologies deployed
- Supply chain dynamics
- Number of units/participants
- Time period of deployment
This flows to the third box: "Types of Data."
Box 3: "Types of Data" – This box is segmented into two categories of data:
First category – "Qualitative versus Quantitative." In this sub-box is:
- System generated
- Observation based
- Interview based
Second category – "Field versus Staged." In this sub-box is:
- Directly collected from daily operations
- Planned events in controlled environment
The "Types of Data" box flows to the fourth box: "Measure of Effectiveness."
Box 4: "Measure of Effectiveness." In this box are:
- Impact of technologies
- Acceptance of technologies
- Regular use of new systems
This box flows to the fifth box, "Impact Categories."
Box 5: "Impact Categories." This box contains:
- Safety
- Security
- Efficiency
The security focus of the evaluation is emphasized by larger font for "Security."
This flows to the sixth box: "Benefit-Cost Analysis. "
Box 6: "Benefit-Cost Analysis. " This box is segregated into two categories:
- Macro/Societal
- Micro/Industry
This flows to the final box 7 describing the overall product of the evaluation with the following statement: "Develop Recommendations and Guidance for Additional Deployment. "
