Automatic speed enforcement process diagram. In the first column, the vehicle exceeds the speed limit, the radar beam detects the speed and automatically takes a photo, and data and photos are automatically coded and sent to the National Processing Center. In the second column, data and photos are decoded at the center. On the photo appear all data related to the infringement, including speed, date, time, national license plate database, stolen car data base, and rental car database. In the third column, once the vehicle has been identified, the penalty notice is automatically sent by mail under the supervision of the center's Public Prosecutor Office. In the fourth column, the vehicle owner receives the penalty notice within 48 hours. In the fifth column, the owner who does not contest pays the fine at the National Fine Center. If he does not agree with the sanction, he must send a letter to the National Processing Center. In the case of a stolen car or false plate, he must send proof to the center. If someone else was driving the car, he must send the driver's references to the center. In the sixth column, the National Processing Center decides either to file the case or disallow the claim and send the case to a Police Court. If the vehicle owner claims someone else was driving, the National Processing Center sends a penalty notice to the driver. If that person contests, the case is heard by a Police Court.
