Figure 9-1 displays a schematic describing the system design architecture for the Public Sector FOT. The system design architecture is focused around information flowing from the Qualcomm Network Management Center (NMC) and the Public Sector Reporting Center (PSRC) to the participating test carriers, shippers and state agencies.
All data and information from FOT technology components (with the exception of the ESCM data from BSG) will flow through the NMC. Alerts generated (panic, off route, failed login) will be forwarded to the appropriate carriers via the NMC and the carriers will notify the appropriate state agencies when these alerts are received. These alerts can be forwarded as voice alerts via telephone, text alerts, pager or email-based alerts.
The state agencies can access specific information (via a web application hosted at the NMC) on the shipment, route, and driver. Addition of the PSRC provides a parallel path for getting alert information to public sector agencies. In addition to forwarding the alerting information from the NMC, the PSRC integrates other value-added information about the carrier such as response plans, clean-up information, response inventory, vehicle description, vehicle location and cargo content.
